To achieve a balance of both objectives the government, as well as its citizens, need to give a price that is reasonable and obtain a marginal value or benefit. Likewise, the private entity requires a risk and reward profiles that are reasonable, and they should be able to manage the transaction costs that will be involved.Viewed at times as enterprises, PPPs require the combination of technical, legal and economic advice because the public entity grants the private partner rights of initiating and operating that plan within the stipulated terms of the agreement. Balance should also be achieved between the project’s technical and economic provisions so that the private entity can be successful and even meet the objectives of the public partner.For PPPs to efficiently function the government needs to emphasise the importance of building and (or) improving the institutional capacity this is because PPP poses challenging tasks to the private entity’s officials.
